Der Soziologe Martin Voss erklärt, warum wir uns den Krieg nicht vorstellen konnten, wie er die Gesellschaft verändert und wie es um den Zivilschutz steht.
Herr Voss, es gab viele Anzeichen dafür, dass Russland die Ukraine angreifen würde. Wohl die wenigsten aber haben wirklich geglaubt, dass es in Europa zum Krieg kommen könnte. Lag ein solches Ereignis jenseits unserer allgemeinen Vorstellungskraft?
Ja. Für Katastrophen als solche ist typisch, dass sie uns überraschen. Das war auch bei Corona der Fall, obwohl eine solche Pandemie objektiv ja nur eine Frage der Zeit war. Menschen schauen auf das, was sie schon aus der jüngeren Vergangenheit kennen und bilden so ihren Erwartungshorizont. Wir können uns, was wir schon erlebt haben, in extremerer Form vorstellen – mit dem davon Abweichenden aber haben wir Probleme. Der Blick auf Katastrophen folgt erst einmal dem Muster, dass nicht sein kann, was nicht sein darf.
Sie sind sozialwissenschaftlicher Katastrophenforscher. Haben Sie sich vor dem Angriff mit dem Szenario eines zwischenstaatlichen Krieges in Europa ernstlich auseinandergesetzt?
Ernstlich nicht, nein. Ich habe nicht vorhergesehen, dass Putins Russland die Ukraine überfallen würde. Im April letzten Jahres aber war ich im Bundestag bei einer Experten-Anhörung zum Katastrophenschutz. Dort habe ich gesagt, dass wir uns darauf vorbereiten müssen, dass in der ein oder anderen Form etwas geschehen könne, das noch gravierendere Auswirkungen hat, als die aktuelle Pandemie und diese überlagern kann. Als sozialwissenschaftlicher Katastrophenforscher treibt mich die Frage um, wie wir als Gesellschaft dahin kommen können, bislang unbekannte Szenarien nicht zu verdrängen, sondern wirklich mit ihnen zu rechnen. Und dazu gehört eben leider auch der Krieg mit all seinen Auswirkungen.
Wie nehmen Sie die gesellschaftlichen Reaktionen auf dieses unvorstellbare Ereignis wahr? Was macht Putins Krieg mit der deutschen Gesellschaft?
Was man sicher sagen kann ist, dass es die Gesellschaft im Mark erschüttert und dass eine seit mehreren Jahren durch zahlreiche Krisen forcierte Verunsicherung nun ihren vorläufigen Höhepunkt erreicht hat. Lange war er es ja so, dass man glaubte, alles bliebe so wie es ist, oder aber würde sich zum Besseren entwickeln, das westlich-demokratische Modell werde sich allmählich verbreiten, der Krieg sei ein Auslaufmodell und so weiter.
Die politische Erzählung vom „Ende der Geschichte“, dem Siegeszug der liberalen Demokratie, hat also, obwohl sie längst widerlegt ist, noch lange Zeit die kollektive Wahrnehmung geprägt? Nun jedoch haben wir endlich begriffen, dass die Weltordnung, wie wir sie kennen, keine Garantie für die Ewigkeit hat?
Genau, dieser Mythos, der immer einer war, hat sich nun allen als solcher offenbart. Das ist ja im Grunde schon seit vielen Jahren deutlich, es war aber ein langer und schmerzhafter Prozess, diese Vorstellung ad acta zu legen. Der Krieg hat das Fass zum Überlaufen gebracht und klar gemacht, wir können uns auf nichts verlassen. Vielleicht führt dieses Ereignis nun dazu, dass wir uns stärker mit existentiellen Risiken befassen, die uns allenthalben bedrohen und zum Beispiel den Klimawandel anders angehen.
In Politik und Medien ist nun ständig von Zeitenwende und Paradigmenwechsel die Rede. Wie verändern der Krieg und die Debatte darüber unser gesellschaftliches Selbstverständnis?
